ANRM Congress Release

The National Alliance for the Restoration of the Monarchy (ANRM), the primary non-governmental organization dedicated to the monarchical idea in Romania, recently convened at the National Library of Romania, in the Doina Cornea Hall. The congress was attended by members and guests eager to learn about the organization’s methods of action and the prospects for restoring our traditional form of government, the constitutional monarchy, in the near future.

The ANRM Congress began, as is tradition, with the singing of the Royal Anthem of Romania—"Long Live the King." Subsequently, the members of the Board of Directors, whose mandates concluded with this meeting, took the floor. The views expressed were recorded for the documents resulting from the congress: the appeal "Romania Calls for the Monarchy!", the association's strategic project, and the congress resolution, all of which will be finalized by the next ANRM Board meeting.

Board of Directors

During the session, the ANRM elected the members of its new statutory bodies. The structure of the newly elected Board of Directors is as follows:

President: Mr. Cătălin Șerban

Secretary General: Mr. Cristian Urs

Vice-President for Moldova: Mrs. Aurelia Salicov

Vice-President for Transylvania: Mr. Valentin Lungu

Vice-President for Wallachia and Dobruja (South): Mr. Marius Anton

Mr. Cătălin Șerban was elected President of the ANRM. He is one of the initiators and founders of the organization in 2012 and served as Co-President between 2012–2016. He was awarded the King Michael I Medal for Loyalty (2015) for the "proper organization" of the ANRM, and subsequently the Cross of the Royal House (2024) for "his entire activity within and at the leadership of the National Alliance for the Restoration of the Monarchy as the primary NGO dedicated to the monarchical idea."

Mr. Cristian Urs, the new Secretary General, is a founder of the ANRM and a staunch supporter of the monarchy. He hails from a family with deep roots in authentic Romanian traditions and culture in the Făgăraș region; notably, King Michael visited his grandparents' home at the foot of the Făgăraș Mountains in 1997, upon the King's definitive return to Romania.

Mrs. Aurelia Salicov was elected Vice-President for the historical region of Moldova (from the Carpathians to the Dniester). Mrs. Salicov is the President of the Association of Industrial Parks of the Republic of Moldova, Deputy Director of StarNet, and one of the organizers of the Chișinău Economic Forum, held under the auspices of the Romanian Royal Family, now in its third edition this year.

Mr. Valentin Lungu was elected Vice-President for the historical region of Transylvania. A founding member and Vice-President of the association since its inception, he is an entrepreneur and a balanced advocate for the restoration of the monarchy in our country.

Mr. Marius Anton was elected Vice-President for Wallachia and Dobruja. A founding member of the ANRM and an English teacher, he is originally from Ploiești, Prahova.

The Ethics Council

The composition of the Ethics Council is as follows:

Maria Eftime: Member

Mr. Claudiu Pădurean was appointed President of the Ethics Council. A founding member of the ANRM, he was decorated with the Order of the Crown of Romania (Knight rank) in 2023 and the King Michael I Medal for Loyalty in 2015. He is a journalist and organizer of the Chișinău Economic Forum. He is deeply involved in the restoration process and various civic and Christian organizations, bringing both enthusiasm and the wisdom necessary for organizational decision-making.

Mr. Cătălin Mihai serves as an ex-officio member following his tenure as the longest-serving President of the ANRM and a founding member.

Mr. Noel Negrea, President of the Mehedinți branch, was decorated by the Royal House in 2024 with the Royal Medal for Loyalty. Mr. Romeo Furtună is the President of the Teleorman branch, and Mrs. Maria Eftime is the newest and youngest member elected to an ANRM structure, serving as a journalist for activenews.ro.

The Honorary Council

The Honorary Council welcomes the following new members:

Mr. Victor Ciorbea: Former Prime Minister of Romania (1996–1998), who restored the Romanian citizenship of King Michael and the Royal Family in February 1997. He was awarded the "Nihil Sine Deo" medal in 2011.

Mr. Alexandru Machedon: President of StarNet Moldova, the leading internet and cable TV provider in the Republic of Moldova, awarded the Royal Medal for Loyalty in 2024.

Mr. Daniel Nicodim: Founding member and current Prefect of Prahova County, an active supporter of the monarchy since the 1990s.

Mr. Andrei-Cătălin Galiță: A researcher at the National Council for the Study of the Securitate Archives (CNSAS), whose work focuses on the fate of the Royal Family during their exile.

Following the finalization of the statutory structures, discussions were held regarding the strategy for restoring the monarchy. During the debate titled "The Monarchy: A Solution Always Relevant for Romania," Mr. Andrei-Cătălin Galiță and Mr. Victor Ciorbea took the floor.

For the Congress Resolution, Mr. Galiță proposed that ANRM members focus on uncovering the truth about the Royal Family’s exile. Specifically, he suggested a formal request to CNSAS to expose those who surveilled His Majesty King Michael and the Royal Family during the communist regime.

Furthermore, two additional points were unanimously accepted for the resolution:

"The Romanian Dynasty will soon celebrate 160 years in the service of our nation on May 10, 2026. Thus, members and supporters of the ANRM express their hope that Her Majesty Margareta, Custodian of the Romanian Crown, as God permits, will soon entitle the representatives of the sixth royal generation of the Romanian Dynasty to begin their mission alongside the current members of the Royal Family!"

The formation of a movement centered around the ANRM to CHANGE THE CURRENT CONSTITUTION. This movement should include NGOs, organizations, and political parties advocating for a new fundamental law to replace the 1991 Constitution (revised in 2003), addressing multiple structural issues beyond the form of government.

We, the National Alliance for the Restoration of the Monarchy, together with volunteers and sympathizers, concerned about the need to change the Romanian Constitution and the indisputable moral value of the monarchy institution, but also the issue of reuniting territories lost following the Ribbentrop-Molotov pact - especially Bessarabia Bucovina, Herța County and Bugeac - as national priorities, we propose to all candidates in the parliamentary elections of December 6, 2020, to sign and assume the

Pact for the elaboration of a new Constitution of Romania, by transforming the Parliament into a Constituent Assembly In our view, this document is generated by the growing interest in the monarchy, both from the point of view of the brilliant historical past and the present.

It is very important to mention that Her Majesty Margaret of Romania, the Custodian of the Romanian Crown and the Royal House of Romania enjoy the highest share of trust since 1990. In recent years, tens of thousands of people have campaigned for this change, but also many political and civil society voices calling for the reform of institutions such as the Romanian Parliament, the People's Advocate, the Romanian Constitutional Court, the Legislative Council, etc. - reforms that can only be achieved through a new Constitution. We consider that, 30 years after the fall of communism, the Romanian society has become democratized and responsible enough to reconsider its institutional reflection, giving the monarchy the place it deserves. We openly ask the politicians who demand the votes of the citizens of Romania to take responsibility and not to deprive them of the right to a correct history, to a solid moral landmark and to a national identity.

We consider it necessary that all the responsible factors in Romania be the promoters of the historical truth and of the fundamental ethical values, above the party ideologies. In this sense, the PACT FOR A NEW CONSTITUTION OF ROMANIA BY TRANSFORMING THE PARLIAMENT INTO A CONSTITUENT ASSEMBLY represents a commitment and a set of concrete measures. The assumption is public, which means that the signatories offer a guarantee of future effort in this regard, not a simple electoral ploy to expand the number of voters.

The National Alliance for the Restoration of the Monarchy, the main voice of the monarchist civil society, proposes to the Romanian politicians the following:

Public activity

Supporting and putting into practice the idea that the Parliament elected in December 2020, or at a later date, should resume the process interrupted in 2013 of constitutional reform, by transforming it into the Constituent Assembly. Lobby at international and domestic level, for annulling all the consequences of the monstrous Ribbentrop-Molotov pact and leaving to the sovereign nations the future of their borders, in accordance with the Helsinki Final Act of 1975, thus allowing the Romanian people of the two states, temporarily republics , Romania and the Republic of Moldova, to meet under the Romanian Crown.

Public appearances in which to support the projects of the Royal House of Romania, or the restoration of the historical truth regarding the period in which Romania was a constitutional monarchy: 1866-1947.

Speeches at events organized by local and central authorities, in the media that remind of the historical merits of the monarchy and the current of the Royal House of Romania, held on the occasion of national holidays and more.

Cultural purpose

The transformation of May 10 - Independence Day and the Day of the founding of the Romanian Dynasty into a National Day, along with December 1;

Insitutional purpose

Lobbying within political parties, in relation to the Parliament, the Government and the President of Romania in order to catalyze the formation of the political decision that will bear fruit in the return to state symbols during the constitutional monarchy and in the valorization of the monarchical heritage.

Resumption of debates on the new constitution in a forum for civil society organizations, similar to the one held in 2013. Politicians are statesmen who know the history of those they lead, and in this regard, our people expect them to act in relation with the knowledge they have.
